新冠肺炎疫情的爆发，为城市应急管理体系与管理能力带来极大挑战。技术能够提高城市应急管理能力已成为学界共识，但对“技术如何提高应急管理能力”却语焉不详。文章通过政治系统理论，对W市红十字会在此次疫情中应急救援失灵与重建进行个案研究，发现容灾系统的建立有助于再造应急救援的信息结构和工作结构，从而在短时间内提升W市红十字会的应急救援能力。容灾系统成为技术加持的数字化应急管理体系建设、提升组织应急管理能力的重要载体。基于此，面向未来的数字化应急管理体系应是一种以现代技术为媒介，以提高应急管理体系和能力为目标的一种应急管理服务备份技术。

The disaster tolerance system has become an important carrier for the construction of a technologically supported digital emergency management system and the improvement of the organization""s emergency management capabilities. Based on this, the future-oriented digital emergency management system should be an emergency management service backup technology that uses modern technology as the medium and aims to improve the emergency management system and capabilities.
