进入网络信息时代，高校不仅在教育手段、教学模式、发展方向等方面发生了深刻改变，意识形态领域也产生新的变化。新时代，高校网络意识形态话语权构建不仅成为应对网络语言范式变换的现实要求，同时也是巩固主流意识形态主导地位的固本之策。当前高校网络意识形态话语权构建面临环境喧嚣纷乱、主体能力不足、内容“杂乱无章”、技术尚未成熟等现实困境，构建高校网络意识话语权，须在理论阐释与现实指引基础上，以“认知-解释”为基础，创新话语表达，以“价值-信仰”为核心，凝结话语共识，以“策略-筹措”为关键，掌握话语主动。

Entering the network information era, colleges and universities have not only undergone profound changes in educational means, teaching mode and development direction, but also made new changes in the ideological field.In the new era, the construction of network ideological discourse power in colleges and universities has not only become a realistic requirement to deal with the transformation of network language paradigm, but also a solid policy to consolidate the dominant position of mainstream ideology.The current university network ideological voice construction noisy environment, subject ability, content "messy", technology is not mature reality, build university network consciousness discourse, on the basis of theory interpretation and reality guidance, based on "cognition-interpretation", with "value-faith" as the core, to "strategy-raising" as the key, innovative discourse expression, condensed discourse consensus, and grasp the discourse initiative.
